The process for the master plan has taken some time to achieve. In June last year, the process for updating and reviewing the master plan took off. This was after resident become concern with multiple issues such as shortage of low cost housing, open spaces for recreational parks etc.
Director of Kigali Urban Planning Fred Mugisha said “We value people’s recommendations because the master plan is theirs to implement. Consultations were conducted, from the beneficiaries [community] to decision-makers, and we are now presenting their inputs to developers.”
The proposed master plan will take care of affordable housing units on the periphery of the central business district. It will also encourage use of public transport by at least 70 per cent. This is due to limited parking space for private vehicles.
A new Kigali Master Plan, which will lay out the city’s development road-map for the next 30 years, is expected to be unveiled this August.

The Master plan will generate at least 1.7 million jobs in the next 30 years with a five phase plan.
